REGARDING REQUEST FOR A ZONING CHANGE WITHIN THE CITY OF COLEMAN, TEXAS

 

In accordance with LGC Sections 211.006A, and 211.006C, the City of Coleman will be conducting a public hearing for the following property which is requesting a Zone Change:

 

  1. 1.       Location of Property:  217 Brush, Phillips 2 Addition Town Coleman, Block 48, Lot 125 x 125. The Petitioners are requesting that the property be rezoned to Manufacturing as said petitioners want to utilize the rezoned property for finished goods and raw material storage

The City Council will be conducting a Public Hearing to discuss this request on July 20, 2017 at the City Council Chambers located at 200 W. Liveoak Street at a regular City Council Meeting which is scheduled for 6:00 P.M. on that evening. 

 

The general public will be given an opportunity to speak and to voice their opinions regarding the recommendations of the Planning & Zoning Commission and the City Council.  The general public is encouraged to attend and to voice their opinion regarding the proposed zoning requests.

 


LEGAL NOTICE FOR SEALED BIDS FOR

THE COLLECTION AND DISPOSAL OF SOLID WASTE

MATERIALS AND SLUDGE MATERIALS FOR THE CITY OF COLEMAN, TEXAS

 

In accordance with LGC Sections 252.021, 252.041, 252.041(a.), 252.043(a), 252.043(b), 252.043(c), 252.043(g.) and Section 7:14 of the City Charter, the City of Coleman is seeking Sealed Bids for the collection and disposal of the City of Coleman’s solid waste materials (Garbage & refuse) and sludge materials from the City’s Wastewater Treatment Plant.  The contract period shall begin on October 1st, 2017 and shall terminate September 30th, 2022.  Bid Specifications may be picked up from the office of the Utility Department, or by contacting Liz Campbell at 200 W. Liveoak, Coleman, Texas or by calling 325-625-4116.

 

Section 252.022 of the LGC provides an exemption of Section 252.021 of the LGC for all procurements that are necessary to preserve or protect the public health or safety of the municipality’s residents.  A Municipality is therefore allowed to award a contract for the collection, hauling and disposal of solid Waste to a private Corporation without soliciting competitive bids because this activity is considered as a measure which will preserve or protect the public health. (Browning Ferris, Inc. V. City of Leon Valley.)  The City of Coleman is however soliciting Bids for this activity in order to seek the most competitive provider for this service and to ensure the best value for the Citizens of Coleman.

 

 All providers shall make (09) nine copies of their sealed Bids for consideration by the City Council in one secured sealed packet.  Sealed packets received after the due date shall not be considered by the City Council.

 

All sealed Bids are to be received at the Office of the City Secretary on or before 5:00 P.M. on July 14, 2017 at  the Coleman City Hall located at 200 West Liveoak, Coleman, Texas 76834.  Packets shall have the name of the vendor Clearly identified on the front of the packet along with the following specific wording “Bid for the Collection and Disposal of Solid Waste for the City of Coleman” and shall be addressed to the office of the City Secretary.  Bids will then be presented and opened by the Coleman City Council for their consideration at 6:00 P.M. on July 20th, 2017 at the City Council Chambers in a regular called meeting of the City Council which will be conducted at 200 West Liveoak, Coleman, Texas.  Bids will then be reviewed and studied by Council and City Staff until their regular City Council meeting which will be conducted on August 03, 2017 at the City Council Chambers located at 200 W. Liveoak, Coleman, Texas, 76834. The City Council is expected to award a bid at their regular meeting scheduled for August 3, 2017.

NOTICE OF BID

City Property at 1709 Commercial Drive

 

In accordance with LGC Section 272.001, and Section 7.14 of the City Charter, the City of Coleman is seeking sealed bids for the sale of its property legally described as CLOW 2 Farm Addition Town Coleman, Block 7, Lot 62 X 125, City of Coleman, Texas, otherwise known as 1709 Commercial Drive, Coleman, Texas.  Bids shall include as a minimum, all of the items as contained in the bid specifications as provided by the City of Coleman.  A copy of the bid specifications and the bid forms for making bids shall be picked up by contacting the City Secretary, Karen Langley at karenl@web-access.net.   Karen Langley may also be contacted by calling her at the City Hall at 325-625-4116.  All interested persons shall submit (9) nine copies of their sealed bids for consideration by the City Council in one secured sealed packet or envelope.  Each bid packet shall be clearly marked with the name of the bidder on the front of the packet or envelope and shall state “Sealed Bid – 1709 Commercial Drive”.

NOTICE OF SALE OF REAL PROPERTY

 

            The City of Coleman, Texas is accepting sealed bids for the possible sale of the following real properties:

Sealed bids are to be received at the office of the City Secretary on or before June 30, 2017, at 5:00 p.m., 200 W. In accordance with LGC Sections 252.021, 252.041, 252.041 (a), 252.043(a), 252.043 (b), 252.043 (c) & 252.043 (g), the City of Coleman is seeking sealed bids for the purchase of a new Health Insurance Policy, which will become effective May 1, 2017 and shall expire on April 30, 2018.  Bids shall include as a minimum a medical Health Insurance Program, Dental Benefits, Eye Care Benefits and Life Insurance benefits in accordance with the Bid Specifications.  Renewal policies or other policies paid by City Employees may also be included in the Bids.   Bid Specifications may be picked up from Zesch and Pickett Insurance LLP., P.O.                                                   ADVERTISEMENT FOR BIDS

                                                   CITY OF COLEMAN, TEXAS

                                 GRAY STREET WATER LINE REPLACEMENT

 Separate sealed bids for the Gray Street Water Line Material, Boring, Base Material, Bedding Material, etc. will be received by the City of Coleman, Texas until 10:00 A.M., December 29, 2016, at City Hall, 200 West Live Oak Street, Coleman, Texas 76834, and then at said location publicly opened and read aloud.

 In accordance with Section 252.043 (a) , 252.043 (b) and 252.043 (c) of the Local Government Code, the Coleman City Council retains the right to accept any bid or reject all bids and or accept the best value bid over the lowest amount bid as long as all bids meet the requirements established in Section 252.043 (b) of the local Government Code.  For additional information, interested bidders may contact Ken Martin of Jacob and Martin LLC at 325-695-1070.

 The city is receiving bids for three (3) separate base bids. The bidder may bid on one, two, or all three base bids. The city will consider awarding three separate contracts for the three base bids.

 Base Bid #1 includes furnishing and delivering 3,900 LF of 10” C-900 PVC; 5,200 LF of 8” C-900 PVC; valves, fittings, steel casing, Service Water Meters including boxes, etc., tracer wire, and incidentals. The material in this base bid is part of the TDA Grant. 

 Base Bid #2 includes furnishing and delivering 300 Cubic Yards (CY) of Crushed State Base

Material, and 1600 CY of chat bedding material; welding 14” steel casing (furnished by city),

14” Bore of US Hwy 84, and installing casing and carrier pipe and incidentals. The work in this

base bid is part of the TDA Grant.

 Base Bid #3 includes furnishing, fuse welding, slick boring, and installing 500 linear feet (LF) of 8” SDR 11 IPS HDPE NSF Water Line for two separate creek crossings, and incidentals.  Also included in Base Bid #3 is 80 LF of 6” bore for a Railroad (which is owned by Txdot), and 310 LF (total of 4 bores) of 4” boring for US Highway 84 and FM 568. Contractor shall install casing, and carrier pipe, but the city shall furnish all material for the 6” and 4” borings. The work in this base bid is not part of the TDA Grant and a separate contract will be issued for this base bid.

 The Owner reserves the right to waive any informalities and to reject any or all bids.  Bids may be held by the Owner for a period not to exceed 30 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding of the contract.

 Bid Bond: (for Base Bids #2 and #3 only) A certified check or bank draft, payable to the order of the City of Coleman, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid.

 Bidder’s attention is called to the fact that not less than the federally determined prevailing wage rate, as issued by the Texas Department of Agriculture, and as set forth in the Contract Documents, must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.  Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. This paragraph only applies to work included in the TDA grant as noted.

BIDS FOR THE PURCHASE OF SELF-CONTAINED BREATHING APPARATUS AND RELATED COMPONENTS FOR THE CITY OF COLEMAN FIRE DEPARTMENT

  In accordance with LGC Sections 252.021, 252.041, 252.041 (a), 252.043(a), 252.043 (b), 252.043 (c) & 252.043 (g), and Section 7.14 of the City Charter, the City of Coleman is seeking “sealed bids” for providing (16) self-contained breathing apparatus (SCBA) with one face piece and one spare cylinder each. Proposals shall include as a minimum, all of the items as contained in the specifications as approved by the Coleman Fire Department.   A copy of the bid specifications and the bid forms for making bids shall be picked up by contacting Fire Chief David Martinez at david.martinez@Colemanfire.com .  Chief Martinez may also be contacted by calling him at 325-320-5770 or 325-625-2510.  All vendors shall make (9) nine copies of their “sealed bids” for consideration by the City Council in one secured sealed packet.  Each bid packet shall be clearly marked with the name of the Vendor on the front of the packet and shall indicate that they are “sealed bids” for providing the required equipment as specified within this notice and within the bid specifications.

 All “sealed bids” are to be received at the office of the City Secretary on or before 5:00 P.M. on the 30th day of December, 2016 at the Coleman City Hall located at 200 West Liveoak, Coleman, Texas 76834.  Sealed bids shall not be received after the due date by the City Council.  Proposals will then be presented and opened by the Coleman City Council for their consideration at 6:00 P.M. on January 05, 2017 at the City Council Chambers in a regular called meeting of the City Council which will be conducted at 200 West Liveoak, Coleman, Texas.  Sealed bids will then be presented to the Fire Department Staff for evaluation and review.  The City Council may then consider the recommendations of the Fire Department staff at their next regular meeting scheduled for January 19, 2017 at the City Council Chambers located at 200 West Liveoak, Coleman, Texas, 76834.

ENGINEERING SERVICES

REQUEST FOR PROPOSALS

AND

STATEMENT OF QUALIFICATIONS

To provide Engineering Services for emergency repairs to street and drainage facilities for the City of Coleman (“the City”) to be funded through capital financing from the Federal Emergency Management Agency (FEMA).  These services will encompass multiple projects for the various types of work.

 I.   Scope of Work – The engineering contract will encompass all project-related engineering services for the City, including but not limited to the following:

·         If required, Preparation of an Engineering Feasibility Report and an Environmental Information Document in accordance with requirements of FEMA

·         Preliminary and final design plans and specifications

·         Preparation of the bid packet and construction documents

·         Construction phase engineering and inspections (interim and final)

·         Other special services as may be required.

 II. Statement of Qualifications – The City of Coleman is seeking to contract with a competent engineering firm, registered to practice in the State of Texas, that has experience in the following areas:

·         Experience with municipal streets, and drainage projects.

·         Experience with similar construction projects.

·         Projects located in this region of the state.

·         Projects incorporating design and construction of street, and drainage systems.

 As such, please provide within your proposal a list of past projects with contact information, as well as resume of all engineers who will or may be assigned to this project, if you are awarded the engineering services contract.

IV. Receipt of Proposals – If your firm is interested in being considered as Project    Engineer for the City, proposals must be received no later than 3:00 PM (local time) on November 18, 2016, at the office of the City Secretary, Karen Langley at the City Hall, 200 West Live Oak Street, Coleman, Texas 76834. Three (3) copies of the proposal must be sealed and clearly marked on the face of the shipping material “Engineering Services” RFP.

 The City reserves the right to negotiate with any and all engineers of firms that submit proposals, as per the Texas Professional Services Act.  Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation.  The City affords Affirmative Action to qualified small, minority and women-owned businesses.

 V. Additional Information

 A      This contract is contingent upon release of funds from FEMA.

 B       Any contract or contracts awarded under this invitation for Bid (IFB) or Request for Qualifications (RFQ) are expected to be funded in part by a grant from FEMA.

BIDS FOR THE ROOF REPAIR OF A 68,297 SQUARE FOOT WAREHOUSE BUILDING

OWNED BY THE CITY OF COLEMAN MUNCIPAL AIRPORT

 

In accordance with LGC Sections 252.021, 252.041, 252.041 (a), 252.043(a), 252.043 (b), 252.043 (c) & 252.043 (g), and Section 7.14 of the City Charter, the City of Coleman is seeking “sealed bids” for providing roof repairs to a 68,297 square foot warehouse building owned by the City of Coleman Municipal Airport and which is located on Airport Property.  Bids shall include as a minimum, all of the items as contained in the bid specifications as provided by the City of Coleman.  A copy of the bid specifications and the bid forms for making bids shall be picked up by contacting the City Secretary, Karen Langley at Karen@web-access.net.   Karen Langley may also be contacted by calling her at the City Hall at 325-625-4116.  All interested vendors shall make nine (9) copies of their “sealed bids” for consideration by the City Council in one secured sealed packet.  Each bid packet shall be clearly marked with the name of the Vendor on the front of the packet and shall indicate that they are “sealed bids” for providing roof repairs for the warehouse building as previously stated at the Coleman Municipal Airport.

 

All “sealed bids” are to be received at the office of the City Secretary on or before 5:00 P.M. on the 16th day of November, 2016 at the Coleman City Hall located at 200 West Liveoak, Coleman, Texas 76834.  Sealed bids shall not be received after the due date established by the City.  Bids will then be presented and opened by the Coleman City Council for their consideration at 6:00 P.M. on November 17th, 2016 at the City Council’s regular meeting which will be conducted at 200 West Liveoak, Coleman, Texas.  Bids will then be presented to the Members of the 4-A Board of Directors for their review and recommendations which oversee the management of the property in question.  The City Council may then consider the recommendations of the 4-A Board of Directors on  December 1st, 2016 at their regular City Council meeting conducted at the Council Chambers located at 200 West Liveoak, Coleman, Texas, 76834.

 

In accordance with Section 252.043 (a), 252.043 (b) and 252.043 (c) of the LGC, the City Council may award the contract based on the bid that provides the best value to the City.  In determining best value, the City will consider:  1. the purchase price; 2. the reputation of the bidder and of the bidder’s goods or services; 3. the quality of the bidder’s goods or services; 4. the extent to which the goods or services meet the needs of the City; 5. the bidder’s past relationship with the City; and 6. LEGAL NOTICE

FOR THE SALE OF COASTAL & JOHNSON GRASS MIX HAY

In accordance with Sections 14.03 (a) of the Municipal Law Procedure Manual, the City of Coleman is seeking sealed bids for the sale of:

                  Lot 1 fifty (50) round bales 5X5 Coastal & Johnson Grass Mix Hay Unfertilized

                  Lot 2 thirty (30) round bales 5X5 Coastal & Johnson Grass Mix Hay Unfertilized

from the municipal sewer farm. All bidders shall make eight copies of their sealed bids for consideration by the City Council in one secured packet. Sealed bids received after the due date shall not be considered by the City Council.

All sealed bids are to be received at the office of the City Secretary on or before 5:00 P.M. on November 17th, 2016 at the Coleman City Hall located at 200 W. Liveoak, Coleman, TX 76834. Bids will then be presented and opened by the Coleman City Council for their consideration at 6:00 P.M. on November 17th, 2016 at the City Council Chambers in a regular called meeting of the City Council which will be conducted at 200 W. Liveoak, Coleman, TX. 

The successful bidder shall be responsible for the loading and removal of the bales of Coastal & Johnson Grass Mix Hay from City Property within thirty days of the award of the bid date.

The City of Coleman is giving notice of the City’s intent to submit to the Texas Capital Fund Program an application for a Downtown Revitalization grant request of up to $250,000.00 for sidewalk improvements and ADA accessibility in the downtown area of the City of Coleman. The application is available for review at City Hall during regular business hours
