Code Compliance Officer


General Description

Under the general supervision of the Chief of Police, the Code Compliance Officer performs compliance investigations and enforces municipal ordinances related to tall weeds and grass, junk and debris, nuisances, junk vehicles, dangerous buildings, and other ordinances of the City of Coleman. The work involves patrolling areas of the city to identify and enforce property ordinances and related laws, rules and regulations, interview property owners and isue Notices of Violation. This position will also provide assistance to the Animal Control Department. This position requires frequent public interaction which can become confrontational. This is an appointed and at-will position. The candidate must be highly motivated and strive for success and commitment to the mission, vision, and values of the City of Coleman. Essential Duties and Responsibilities
  • Enforce city and state regulations including, but not limited to tall grass, junk and debris, nuisances, junk vehicles, dangerous buildings, parking violations and related city ordinances.
  • Initiates code violation abatement procedures as appropriate.
  • Prepares case files, Issues Notices of Violation, and files cases in Municipal Court as appropriate.
  • Testifies in court and Building Standards Hearings, as necessary.
  • Shall be required to work some evenings, weekends, holidays, and emergencies.
Experience and Education
  • High School Diploma or GED
  • Prefer experience in code enforcement, law enforcement, or related fields
  • Must have the ability to obtain a Texas Code Enforcement Certificate
Other Requirements
  • Valid Texas Driver’s License
  • Must pass a pre-employment physical and drug screen and criminal background check
Knowledge, Skills and Abilities

Requires knowledge of the purpose and methods of property nuisance programs; Effective case file management, property research skills and use of Microsoft Office and other software as needed; Must be able to deal courteously with the public and operate a vehicle safely; ability to establish and maintain effective working relationships with employees and City officials; ability to communicate effectively orally and in writing.

Physical Demands, Work Environment, and Environmental Conditions:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly active with periods of mild exertion and work is performed in office, field settings and outside in varying weather conditions. Typical positions require workers to walk or stand for long periods. 70% of time is outside and 30 % inside; sit at a desk and use hands to operate various machines and/or equipment; and reach with hands and arms. The employee frequently is required to talk and hear. The employee must occasionally move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Will have frequent interaction with the general public. Must be able to maintain a good relationship with coworkers and the general public. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
